If in doubt as to which better represents public health risk, use the more stringent of the two (i.e. the map showing worse air quality).

UPDATE 8/2/14 @ 1600: Extensive cloud cover today has not allowed the smoke in the some valleys to mix out.  The outlooks for several cities have been shifted toward more unhealthy categories for today.
